Personal reception of citizens
1. This Order defines the basic requirements for the organization and conduct of personal reception of citizens of Ukraine in the Central Election Commission (hereinafter – the Commission) .
2. The personal reception of citizens by the Chairman of the Commission, the Vice-Chairmen of the Commission, the Secretary of the Commission and the members of the Commission shall be held in their working premises within the established timeframe from 16:00 to 18:00.
In the absence of a member of the Commission, a personal appointment shall be made by another member of the Commission designated for interchangeability.
Using the Heroes of the Soviet Union , Heroes of Ukraine, Heroes of Socialist Labor, the invalids of the Great Patriotic War and women who have been given the honorary title of Ukraine “Mother-heroine”, is conducted first.
3. The preliminary registration of citizens for personal reception to the Chairman of the Commission, the Vice-Chairmen of the Commission, the Secretary of the Commission and the members of the Commission is carried out by the relevant staff of the Commission’s patronage service on the scheduled days from 9 to 13 hours.
4. During the preliminary registration of citizens on personal reception in the Commission, it is determined the surname, name, patronymic, the citizen’s place of residence, the content of the issue raised to which officials or bodies of state power he applied and which was the decision, documents are being studied, others materials submitted to them to substantiate their applications (petitions), complaints or suggestions (remarks).
It is not allowed to find out information about the person of the citizen that is not related to his appeal.
5. Entry of citizens to the worksites of the Commission members is carried out at the request of the relevant employee of the patronage service of the Commission for the issue of a permit and presentation of documents certifying the identity of a citizen.
6. Repeated reception of a citizen on an issue that has already been considered by members of the Commission is conducted in the event that the issue raised in the first substantiated appeal was not resolved in substance.
In the case of a repeated application of a citizen, archival materials on the issue are studied, the reasons which it called, provide the necessary clarifications and possible assistance.
7. The list of citizens for personal admission to the Commission, with the surname, name, patronymic, and the content of the issues raised by them, shall be submitted by the relevant employee of the Commission’s patronage service to an official of the Commission to which citizens apply.
8. During the personal reception of citizens, the Commission may be present at the presence of their representatives, whose powers are executed in accordance with the established procedure, and persons who are in family relations with these citizens.
The presence of unauthorized persons during the personal reception of citizens is not allowed.
9. In case if the citizen’s issue is not resolved on personal reception due to its complexity and the need for additional study, the citizen may be asked to state the content of this question in the form of a written application.
The written application submitted by the citizen at the personal reception is considered in accordance with the procedure established by the legislation of Ukraine for written appeals.
The results of the consideration of the application to the citizen shall be communicated in writing or orally (at his request) .
10. Taking into account the decision taken at the personal reception, the employees of the patronage service of the Commission, involving, if necessary, the employees of the structural units of the Secretariat of the Commission, the Service of the Managing Editor of the State Register of Voters, prepare draft orders and submit them for consideration respectively to the Chairman of the Commission, Vice-Chairmen of the Commission, Secretary of the Commission , members of the Commission.
11. Appeals of citizens on personal reception are registered in the journal of personal reception of citizens of Ukraine in the Central Election Commission.
12. The Office of Documentary Support of the Secretariat of the Commission carries out a systematic analysis of the appeals of citizens at the personal reception of the Commission.
