Born on February 3, 1970, in the village of Lisino-Korpus in Tosnensky District in the Leningrad Region

Education

In 2001 graduated Academy of Labor and Social Relations (Kyiv) with honors with a degree in Law.

In 2004 graduated National Academy of Public Administration under the President of Ukraine with a Master’s degree in Public Administration.

Career

1988 – 1989 – Served in the Armed Forces

1993 – 2006 – Legal and administrative work in private enterprises and citizens’ associations

2006 – 2019 – Member of Parliament of the Verkhovna Rada of Ukraine in the V-VIII convocations

In the Verkhovna Rada of the V convocation – Member of the Committee on Justice, Chair of the Subcommittee on Procedural Legislation (May 2006 – December 2007)

In the Verkhovna Rada of the VI convocation – Member of the Committee on Legal Policy, Chair of the Subcommittee on Organization and Activities of Justice, Notaries, Bar Associations and Legal Aid to Citizens (December 2007 – December 2012)

In the Verkhovna Rada of Ukraine of the VII convocation – Deputy Chair of the Committee on Foreign Affairs (December 2012 – November 2014)

In the Verkhovna Rada of Ukraine of the VIII convocation – Member of the Committee on Legislative Support of Law Enforcement, Chairman of the Subcommittee on Reform of the Penitentiary System, Activities of Penitentiaries and Probation (December 2014 – August 2019)

Mr. Miroshnychenko, as a Member of Parliament and through his research and teaching, has worked to promote democracy, protect citizens’ rights, spiritual values and the environment, introduction of European standards of democracy, formation of a favorable and competitive business environment, and promotion of a healthy lifestyle.

Сo-founder and a member of several inter-factional associations in the Verkhovna Rada of Ukraine, including:

  • “For the full cycle of public policy” (formed as a pilot project to implement the recommendations of the Pat Cox Commission on parliamentary reform);
  • “For the morality, spirituality and health of Ukraine”.

The main bills developed under his moderation:

  • on the practice of Law (2007);
  • on advocacy (2007);
  • systemic amendments to the Law of Ukraine “On Notaries” (minor reform of notaries) (2009);
  • on higher education (2010);
  • on public associations (2010);
  • on national projects of Ukraine (2011);
  • systemic amendments to some laws of Ukraine regarding the regulation of chaplains’ activities in bodies and institutions in the field of management of the State Penitentiary Service of Ukraine (2013);
  • systemic amendments to some laws of Ukraine regarding the introduction of the institute of clergy (chaplains) in the military and law enforcement agencies (2013);
  • on freedom of peaceful assembly (2013);
  • systemic amendments to the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine” regarding the rights of the opposition (2014);
  • on internally displaced persons (2014);
  • on the election of people’s deputies of Ukraine (2014);
  • on the penitentiary system (2017);
  • on the disciplinary statute of the penitentiary system (2018).

Paid special attention to the development of election legislation. In two convocations, he was the author of election draft laws and a member of the parliamentary working group on developing an Election Code in Ukraine.

During several election campaigns, was authorized representative of candidates for President of Ukraine and political parties in the Central Election Commission with the right of advisory vote.

Coordinated the election projects “For Fair Elections”.

Founder and head of the All-Ukrainian public association “New Generation”, the leading national projects of which are the “New Generation School of Politics” and the “All-Ukrainian School of Youth Leaders”.

2000 – 2005 – Member and Chair of the Board of the Regional Environmental Center REC-Kyiv

2003 – 2006 – Deputy Chair of the National Council of Youth Organizations of Ukraine

Since 2005 – President of the Center for Effective Governance (from April 2006 on a voluntarily basis).

PhD in Political Science with a degree in Political Institutions and Processes.

Doctor of Law with a degree in Constitutional Law and Municipal Law.

Associate Professor of the Department of History and Theory of State and Law by the Certification Commission of the Ministry of Education and Science of Ukraine.

Speaks English.

Associate Professor of History and Theory of State and Law by Decision of the Certification Commission of the Ministry of Education and Science of Ukraine.

On October 4, 2019, was appointed as a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine Number 182-IX. On the same day, took the oath of a Member of the Central Election Commission.

Appointed to be responsible for overseeing the execution of powers of the Central Election Commission in the Donetsk and Lugansk Regions.

Responsible for coordination of:

Training and implementation of measures to improve the legal culture, legal awareness, and voter responsibility

Formation of polling stations, formation and operation of polling station election commissions during the preparation and conduct of elections for President of Ukraine and Members of Parliament, national referenda, local elections and referenda on ships sailing under the State Flag of Ukraine, at the polar station of Ukraine, in the institutions of the penitentiary system and other places of voters’ (citizens) temporary residence with limited mobility

Legal protection and implementation of voter’s rights and the right to participate in referenda of internally displaced persons and preparation of proposals for improvement and uniform application of the legislation of Ukraine
