Born on February 3, 1982 in Kropyvnytskyi

Education

In 2005 graduated with honors from the Law Faculty at the Taras Shevchenko National University of Kyiv with a PhD in Law.

Career

2003 – Trainee correspondent at the editorial office of the newspaper “Sielski Visti”

2004 – 2018 – lawyer, attorney-at-law in law firms and bar associations

In 2006 certified to practice law

2008 – 2018 – individual entrepreneurial activity

2018 – 2019 – Member of the Central Election Commission

Worked as an assistant to the MP of Ukraine in the VI, VII and VIII convocations; authored and co-authored more than 100 legislative proposals

During the 2006, 2007, 2008, and 2014 elections, provided legal support to subjects of electoral processes

In the early elections for President in 2014, served as an authorized representative of a Presidential candidate in the Central Election Commission with the right of advisory vote

In 2007, served as a lecturer for the National Democratic Institute and the International Republican Institute for members of precinct and territorial election commissions and official observers in snap parliamentary elections

From 2008 to 2014, was a member of the Coordination Council of Young Lawyers at the Ministry of Justice of Ukraine

2012, 2015 – lecturer and expert at the UNDP office in Ukraine

Since 2014, a certified expert of the National Association of Advocates of Ukraine with the right to organize and conduct training events for lawyers of Ukraine, which Mr Yevstihnieiev conducted (from 2015 to 2017)

In 2016 and 2017 was a participant in the competition for the Supreme Court and was recognized by the High Qualification Commission of Judges of Ukraine on July 27, 2017 as having confirmed his ability to administer justice in the Commercial Court of Cassation within the Supreme Court

Since 2007 teaches at the Taras Shevchenko National University of Kyiv:
since 2012 – Associate Professor of the Department of the Environmental Law of the Faculty of Law;
since 2020 – Professor of the Department of the Environmental Law of the Institute of Law;
since 2021 – Professor of the Department of the Constitutional Law of the Institute of Law.

2017 – 2018 – A member of the Scientific and Methodological Commission of the Law Faculty of Taras Shevchenko National University of Kyiv.

Author and co-author of about 100 scientific and educational publications

 Awarded with letters of commendation from the Ministry of Justice of Ukraine, the Organization for Security and Cooperation in Europe and the Coordination Council of Young Lawyers at the Ministry of Justice of Ukraine

On October 4, 2019, appointed as a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine, Number 178-IX. On the same day, he took the oath of a member of the Central Election Commission.

Appointed to be responsible for overseeing the execution of powers of the Central Election Commission in the Kropyvnytskyi and Zakarpattia Regions.

Responsible for coordination of:

Monitoring judicial practice in cases of violations of election and referendum legislation, study of legal positions of courts and legal substantiation of their decisions, practice of application of procedural legislation by courts in cases related to election process; the process of referendum, development of proposals for improving legislation governing the relevant legal relations

Control over receipt, accounting and use of election funds of political parties, candidates for President and parliamentary candidates, and funds of national and local referenda. Banking accounts operations, monitoring the sources of funds, analyzing financial reports on the receipt and use of the respective funds.
