Biography
Born January 1, 1956 in the village of Popovka Novgorod-Seversky district of Chernihiv region.
In 1986 graduated from the Leningrad Higher Political School of the Ministry of Internal Affairs of the USSR.
1992 – Assistant Professor of the Academy of Internal Affairs of the USSR (RF).

Doctor of Law, Professor.
Honored Lawyer of Ukraine.
On September 20, 2018 he was appointed to the position of a member of the Central Election Commission by the Verkhovna Rada of Ukraine Resolution No. 2561-VIII. On October 5, 2018, he took an oath of a member of the CEC.
Determined to be responsible for ensuring the exercise of the powers of the Central Election Commission in Donetsk and Luhansk Oblasts.
Main activities of the Commission:
– coordination of issues related to the interaction of the Commission with law enforcement bodies in order to ensure the electoral rights of Ukrainian citizens and the right to participate in an all-Ukrainian referendum;
– coordination of issues related to the participation of the Central Election Commission in the preparation of recommendations regarding the specifics of law enforcement activities during the organization of the preparation and conduct of the elections of the President of Ukraine, people’s deputies of Ukraine, local elections, referendums;
– coordination of issues on the generalization of the practice of prevention and counteraction of the offense during the organization of the preparation and conduct of elections and referenda;
– Coordination of issues related to the preparation of proposals for the improvement of legislation that regulates liability for violations of electoral law and referendum legislation.
