Biography
Born on October 16, 1977, in the city of Pervomaysk, Luhansk region.
In 1999 graduated from the National Law Academy of Ukraine named after Yaroslav the Wise in the specialty “Jurisprudence”.
1999 – 2002 – postgraduate student of the Department of Theory of State and Law of the National Law Academy of Ukraine named after Yaroslav the Wise.

In various years, he was a member of the working groups of the Verkhovna Rada of Ukraine on issues of electoral reform and parliamentary reform. He was a member of the Youth Affairs Reform Council under the Ministry of Youth and Sport of Ukraine.
In 2004, he worked as a member of the territorial election commission at the elections of the President of Ukraine.
He is the author of over 50 scientific and methodological publications on the theory and history of law, constitutional, electoral law.
Doctor of Law.
Ph.D. in Law, specialty: theory and history of state and law, history of political and legal studies.
Associate Professor of the Department of General Theoretical Law and Public Law of the National University “Kyiv-Mohyla Academy” (part-time).
Passed a professional development program “Civic Education: Finding New Approaches to the Successful Implementation of the National Civic Education Program in Ukraine” (Paris, France, 2016).
Speaks in foreign languages: English and Russian.
On September 20, 2018 he was appointed to the position of a member of the Central Election Commission by the Verkhovna Rada of Ukraine Resolution No. 2571-VIII. On October 5, 2018, he took an oath of a member of the CEC.
Determined to be responsible for ensuring the exercise of the powers of the Central Election Commission in Lviv Oblast.
Main activities of the Commission:
– coordination of issues related to editorial and publishing activities of the Central Election Commission, publishing house of information and reference, information-analytical, educational and methodological and other materials, collections of normative legal acts, manuals, other methodological and educational materials on the issues of organizing the preparation and conduct of elections and referendums, the practical application of the legislation of Ukraine on elections and referenda by election commissions, referendum committees, methodical provision of election commissions, referendum missions;
– coordination of issues related to the interaction of the Central Election Commission and the Verkhovna Rada of Ukraine in order to take into account the proposals of the Commission on the improvement of the laws of Ukraine on elections and referendums, the acquisition and termination of powers by people’s deputies of Ukraine, the replacement of people’s deputies of Ukraine elected in the national multi-mandate constituency.
