Education

In 1997 graduated Taras Shevchenko National University of Kyiv with a degree in Law.

In 2002 graduated National Academy of Public Administration under the President of Ukraine.

Career

1988 – 1989 – Technician at the Institute of Surface Chemistry, Academy of Sciences, USSR

1989 – 1991 – Served in Armed Forces

1995 – Director of Legal Service at the LLC “Commercial House Anastasia”

1996 and 1999 – 2003 – Chairman of the Board of the Union for Consumer Protection of Zaliznychny (Solomyansky) District of Kyiv – Chairman of the Board of the Kyiv City Union for Consumer Protection

2003 – 2004 – Assistant to MP of Ukraine

2004 – 2007 – Member and the Secretary of the Central Election Commission

2007 – 2008 – Deputy Minister of Ukraine for Relations with the Verkhovna Rada and State Authorities

2008 – 2013 – Director of the Center for Retraining and Advanced Training of Justice Employees in the Ministry of Justice of Ukraine

2013 – 2014 – Adviser to the Chairman of the Central Election Commission

2014 – 2019 – Deputy Head of the Secretariat of the Central Election Commission

1992 – 2004 – Member of the Social Democratic Party of Ukraine (United); elected member of the party’s Political Council

1994 – 2001 – Member of the Zaliznychna District Council of Kyiv, XXII and XXIII convocations

2001 – 2004 – Member of the Solomyanska District Council of Kyiv, I and II convocations

Honored Lawyer of Ukraine (2006). Awarded the Diploma of the Cabinet of Ministers of Ukraine (2010), the Diploma of the Verkhovna Rada of Ukraine (2012) and the “Order of Merit” of the III degree (2014).

On October 4, 2019, appointed as a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine Number 177-IX. On the same day, took the oath as a Member of the Central Election Commission and elected Deputy Chairman of the Central Election Commission.

Appointed to be responsible for overseeing the execution of powers of the Central Election Commission in Zaporizhzhia and Kyiv regions.

Responsible for coordination of:

Central Election Commission’s cooperation with the State Register of Voters administrator

Cooperation of the Central Election Commission with the Security Service of Ukraine, the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine and the State Service for Special Communications and Information Protection of Ukraine, including implementation of cyber protection measures and information infrastructure of the Commission

Cooperation with state authorities, local self-government bodies, election commissions and referendum commissions on registering citizens eligible to vote

Territorial organization of elections and referenda

Cooperation of the Commission with local executive and local self-government bodies during organizing and administering elections and all-Ukrainian referenda

Material and technical support for organizing and administering elections and all-Ukrainian referenda, centralized preparation of election documentation and documentation for all-Ukrainian referenda

Personal reception of Ukrainian citizens and subjects of elections and referenda in the Central Election Commission

Upon the order or instruction of the Chairman of the Central Election Commission, exercise certain powers of the Chairman of the Commission provided by the Law of Ukraine “On the Central Election Commission”, the Rules of Procedure of the Central Election Commission and Resolution of the Central Election Commission Number 1930 “On Distribution of Duties among the Members of the Central Election Commission” dated 22 October 2019, in the absence of the Chairman of the Commission or inability of the Chairman of the Commission to exercise their powers.
