Biography
Born July 15, 1973 in the city of Arkhangelsk (Russian Federation).
In 1995 graduated from the Faculty of History of the Ukrainian State Pedagogical University named after MP Drahomanov on a specialty “History, jurisprudence”.
1998 – graduate school of the National Pedagogical University named after MP Drahomanova in the specialty “Constitutional Law”.
2017 – private higher educational institution “European University”, specialty “Jurisprudence”, Master of Law.

– “On the All-Ukrainian Referendum” (2013 – 2014);
– “On Local Referendum” (2014);
– “On Local Elections” (2014 – 2015).
In 2008 – 2010 he was a member of the working group on the preparation of the Electoral Code.
He was co-author of the Methodological Manual for PEC members on the elections of the People’s Deputies of Ukraine on March 26, 2006 (official publication of the CEC), manuals for DEC members and PEC members at the elections of people’s deputies of Ukraine for 2007, 2012 and 2014, as well as methodical aids for election members commissions, official observers, trustees of candidates for the presidential elections of Ukraine in 2010 and 2014.
From October 1990 to June 1995, he was a member of the Ukrainian Student Union (since 1992 – the Union of Ukrainian Students (SUS) since 1992. Held as Deputy Head of the Secretariat of the SUS, the head of the Secretariat of the SUS, the chairman of the Criminal Code of the UCS.
During the Revolution of Dignity (2013-2014) – the deputy of the 3rd Century Commander of the Maidan Self-Defense.
He has experience in elections and political campaigns in 14 countries of the world, in particular: Azerbaijan, Belarus, Great Britain, Armenia, Kazakhstan, Kyrgyzstan, Poland, Russian Federation, USA.
Worked as an international observer, head of a group of international observers, an electoral commission consultant, head of a team of advisers to the electoral headquarters, head of a team of advisers to the election headquarters, coach for members of election commissions and a trainer for observers.
In 1994, the Course of the Academy of the Midwest (USA) was held in the field of “Civic Activity”.
She speaks Russian and Belarussian.
On September 20, 2018, he was appointed to the position of a member of the Central Election Commission by the Verkhovna Rada of Ukraine Resolution No. 2569-VIII. On October 5, 2018, he took an oath of a member of the CEC. On the same day, at the first meeting of the new Commission, he was elected by the secretary of the Central Election Commission by secret ballot.
Determined to be responsible for ensuring the exercise of the powers of the Central Election Commission in Kherson and Mykolaiv regions.
Main activities of the Commission:
– coordination of issues concerning the logistical support of the organization of the preparation and conduct of elections and an all-Ukrainian referendum, the centralized production of election documents and documentation on an all-Ukrainian referendum;
– coordination of issues related to the procurement by the Central Election Commission of goods, works and services at the expense of the State Budget of Ukraine, as well as ensuring the organization of the work of the tender committee of the Central Election Commission;
– coordination of issues concerning the legal protection and realization of the electoral rights and the right to participate in referendums of internally displaced persons, the preparation of proposals concerning the improvement and uniform application of the legislation of Ukraine, explanations and recommendations on the above issues;
– coordination of issues on the interaction of the Central Election Commission with the media;
– coordination of issues of social and domestic provision of employees of the Central Election Commission.
