Biography

Born April 23, 1986 in the city of Cherkasy.

In 2008 graduated from the Odessa National Law Academy, specializing in Jurisprudence, Master of Law;

2011 – postgraduate study at the National University “Odessa Law Academy”.

2010 – 2014 Assistant Professor, Department of International Law and International Relations of the National University “Odessa Law Academy”.
2014 – 2015 Government Commissioner for European Court of Human Rights.
2015 – 2018 First Deputy Minister of Justice of Ukraine.

Worked as a member of the “Center for International Law and Justice” to prepare complaints to the European Court of Human Rights.

Collaborated in joint projects with the Ukrainian Helsinki Human Rights Union, a scientific adviser and developer of normative and legal documents on Ukraine’s accession to the UN Declaration on the Rights of Indigenous Peoples. Participated in expert work on drafting resolutions of the Parliamentary Assembly of the Council of Europe.

The author of the monograph “Appeal to the European Court of Human Rights as an Implementation of the Right to Justice” and the Guide to Jurisdiction and Key Case Laws of the European Court of Human Rights.

As an associate professor of the Department of International Law and International Relations of the National University “Odessa Law Academy” taught special courses “International legal protection of human rights” and “International justice”.

Doctor of Law.

In 2010, she studied at ELSA Summer School on European Integration (Marbella, Spain). In 2011, she completed a linguistic course on international law language practice for European lawyers based on Worcester College, Oxford University (UK). He graduated with honors from Fulbright International Curriculum.

Freely speaks English and Russian.

Awarded the Diploma of the Cabinet of Ministers of Ukraine.

On September 20, 2018 he was appointed to the position of a member of the Central Election Commission by the Verkhovna Rada of Ukraine Resolution No. 2560-VIII. On October 5, 2018, he took an oath of a member of the CEC. On the same day, at the first meeting of the new Commission, he was elected secretary of the Central Election Commission by secret ballot.

Determined to be responsible for ensuring the exercise of the powers of the Central Election Commission in the Chernivtsi, Ivano-Frankivsk and Zakarpattia oblasts.

Main activities of the Commission:
– provision of preparation and holding of meetings of the Central Election Commission, issues and materials submitted for its consideration;
– ensuring the record keeping of the Central Election Commission, bringing the decisions of the Commission, instructions and instructions of the Chairman of the Central Election Commission in the manner established by law, to the attention of the members of the Commission, election commissions, referendum committees, bodies of state power and local self-government, enterprises, institutions, organizations, their officials and officials, subjects of the election process and the referendum process, as well as providing relevant information to the mass media;
– coordination of issues on ensuring compliance by the election commissions and referendum commissions with the requirements of the legislation of Ukraine on elections and referenda regarding the organization of work of commissions and documenting their activities;
– coordination of issues on ensuring the exercise by the Central Election Commission of the powers regarding the implementation of the legislation of Ukraine on access to public information;
– coordination of issues concerning the organization of holding at the Central Election Commission personal reception of citizens of Ukraine, subjects of the election and referendum processes;
– Coordination of issues regarding the provision of guarantees of official observers from foreign states and international organizations during the preparation and holding of the elections of the President of Ukraine, people’s deputies of Ukraine, the all-Ukrainian referendum, local elections and referendums, generalization of practice and preparation of proposals regarding the uniform application and improvement of Ukrainian legislation, roses recommendations and recommendations on these issues.
