Report on the Results of the Expert Dialogue “On the Path to the EU: Overview of OSCE/ODIHR Recommendations on Elections in Ukraine”

The Central Election Commission has summarized the results of the discussions held during the inclusive expert dialogue on the topic “On the Path to the EU: Overview of OSCE/ODIHR Recommendations on Elections in Ukraine” and has published the corresponding report.

The event took place in a hybrid format in Kyiv on December 15, 2025. It formed part of the CEC’s systematic work in the area of Ukraine’s European integration and was aimed at implementing the Roadmap for the Functioning of Democratic Institutions within Cluster 1 “Fundamentals” of the EU accession negotiation process.

The dialogue was organized by the CEC in partnership with the International Foundation for Electoral Systems (IFES), the International Institute for Democracy and Electoral Assistance (International IDEA), and the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR). It was made possible thanks to the support of the European Union, the Norwegian Agency for Development Cooperation, and OSCE/ODIHR.

The purpose of the event was to process OSCE/ODIHR recommendations in light of the provisions of the Constitution of Ukraine, to discuss the status of their implementation, and to identify further legislative and practical steps for their implementation in the context of preparations for post-war elections and the fulfillment of Ukraine’s European integration obligations.

More than 150 participants joined the expert dialogue, including Members of Parliament of Ukraine, representatives of the Cabinet of Ministers of Ukraine, the CEC, the international and academic communities, the judiciary, and civil society organizations.

Within the framework of three thematic panels, the participants discussed:

– the status of implementation of recommendations resulting from OSCE/ODIHR election observation missions in Ukraine in 2014–2020 and proposals for their further consideration;

– the issue of invalidating voting at a polling station and recounting votes;

– ensuring the electoral rights of persons with intellectual and psychosocial disabilities.

The published report on the results of the expert dialogue may serve as a basis for further work on the implementation of international recommendations and the development of Ukraine’s electoral legislation in line with European Union standards.
